全球汉语学习热潮是否强化了中国威胁论？新任政府新闻发言人答记者问 - 政治传播范文之二（中英双语）

中国正在重回世界巅峰，要有领袖视野、王者胸怀、长者智慧，谦虚修己，引领世界，造福人类。

　　以下范文为文明之道书院政治传播专业成蹊学员的作业（场景模拟）：成蹊为新任中国政府新闻发言人，在其新闻发布后接受各国记者提问。本文是回答美国福克斯新闻频道（狐狸台）记者的问题。

Question from a Fox News journalist:

In recent years, the government of China has continuously exported the Chinese language education abroad. Is it a competition with the United States in the cultural field?

Answer from Cheng Xi, the new Chinese government spokesperson:

I would prefer to use the word “cooperation” rather than “competition”, because promoting worldwide cultural exchange is the shared responsibility of China and the United States.

We do see an explosion of interest in Chinese language learning in the world, but it is determined by market demand rather than the Chinese government. In a broader perspective, we should say it is determined by historical trends, just like in the past.

In the era of the Sun King, Louis XIV, most of the European nobility learned French; in the era of the British Empire, elites learned British English; and in this American era, peoples around the world learn American English. Frankly, 15 years ago，in my Chinese university, I was educated in authentic American English, though I really like the British accent.

It will be the Chinese language’s turn. For business, political, or cultural reasons, more and more people around the world are learning Chinese - this is the general trend of world history which we should better follow. As a Zen philosophy quote tells us: “Let’s go with the natural trend.” 顺其自然. It is also part of Taoist wisdom to work for world peace, social harmony, true friendship, and personal success. Learning Chinese, you can benefit from all the wisdoms of the Chinese civilization, especially Confucian democracy.

Chinese has officially been the official language of the United Nations World Tourism Organization since 2021.According to the incomplete statistics, there are about 25 million people outside China learning Chinese. We can’t control the soaring demand for Chinese classes; however, facing the rising demand，we, as the mother country of Chinese, have the responsibility to serve people who learn Chinese all over the world.

We are determined to learn from the United States how to comprehensively improve the quality of international students in China, and better serve all those who have spent years using the Chinese language in study and research. Benchmarking the language requirements for admission to American universities, international students applying for the Chinese University are required to have sufficient Chinese proficiency with a HSK score of at least band 6，to successfully participate in their academic programs, and to function on a day-to-day basis in China. Generous scholarships will be offered to those who meet the language requirement. Those who are perfecting their Chinese language skills at their own expense are also greatly welcomed.

Inspired by the UK Chevening Scholarship Program, we resolved to launch a scholarship named “All for All” which in Chinese is “天下为公”, for overseas civil servants to complete any 2-years master’s degree or 3-years doctor’s degree at any Chinese university, including Taiwanese universities. All mainland scholars have the option to study in Taiwan universities as exchange students for one semester, or to do field research in Taiwan during the vacation, and all scholars in Taiwanese universities have the same options to study and research in mainland of China. Both options are fully funded.

The quote “all for all” comes from the sentence “When the Great Dao is practiced, the world will be all for all”. In Chinese we say:“大道之行也,天下为公.”It can be understood as“all for one，and one for all.”It represents the ideal world of Confucianism: A perfect society where there is no war or crime, no financial hegemony, but more equality and justice, all in harmony, friendship and universal brotherhood. “All for all” is also the political ideal of Sun Yat-sen, the Founding Father of the modern democratic China.

“All for all” Scholarships are awarded to the world leaders of tomorrow, and the leading experts in their countries across a range of fields, who are determined to return and serve their home countries after graduating from China. Especially those who come to learn about Confucian democracy, Confucian economics, and Confucian Secularization have the priority in admission. We do encourage these students to serve their home country, as the essence of “all for all”is global common prosperity.

I remember that the former U.S. President Barack Obama announced the 1 Million Strong Initiative in September 2015 during the Chinese President Xi Jinping’s official state visit to the U.S., setting the goal of sending 1 million American students to study in China by 2020, to raise America's national competitiveness and the next generation of world leaders. I sincerely admire the greatness of the American people for electing such a visionary president.

Speaking English made China great again. Speaking Chinese will make America great again too! Yes, we can! We can build a new world together!

近年来，中国政府不断向国外输出汉语教育，这是在文化领域与美国竞争吗？

新任中国政府新闻发言人成蹊回答：

我更愿意用“合作”这个词，而非“竞争”，因为促进世界范围内的文化交流是中美两国的共同责任。

我们确实看到了全世界对汉语学习的兴趣激增，但这是由市场需求而非中国政府决定的。从更广阔的角度来说，应该说是由历史趋势决定的，就像过去一样。

在太阳王路易十四时代，大部分欧洲贵族都学习法语；在大英帝国时代，精英们都学英语；而在如今，美国时代，世界各地的人们都在学习美语。坦率地说，15年前，我在我的中国大学里，接受的就是地道的美式英语教育，虽然我很喜欢英式口音。

即将轮到汉语了。出于商业、政治或文化原因，全世界越来越多的人正在学习汉语。这是世界历史的大势所趋，我们应该顺势而为。正如禅宗所说的“顺其自然”。这也是道家的智慧，可以造福于世界和平、社会和谐、诚挚友谊和个人成功各方面。学习汉语，即可受益于中华文明的所有智慧，尤其是儒家民主。

中文自2021年起正式成为联合国世界旅游组织的官方语言。据不完全统计，中国境外约有2500万人在学习汉语。我们无法控制对汉语教学的飙升需求；然而，面对日益增长的需求，我们作为汉语的母国，有责任为全世界学习汉语的人做好服务。

我们决心向美国学习，全面提高留学生质量，服务好那些汉语好的学生。我们将对标美国大学的语言要求，申请中国大学的国际学生必须具有足够的汉语水平，其汉语水平考试（HSK）成绩至少要达到6级，以顺利参与学术课程和完成日常工作。只有语言达标的国际学生才能获得优厚的奖学金。当然,我们也非常欢迎自费来中国提高汉语水平的各国友人。

受英国志奋领奖学金项目的启发，我们决定推出“天下为公”奖学金，供各国公共事业职业者来中国大学攻读2年制硕士或3年制博士学位，他们可以选择到中国任意合适的学校就读，包括台湾的大学在内。选择在大陆学习的留学生，可以到台湾的大学交换学习一个学期，也可以利用假期到台湾做田野考察。在台湾学习的留学生也一样，可以到大陆做交换生或考察。这两种选择之费用纳入奖学金范围。

“天下为公”出自“大道之行也，天下为公”这句话。它代表了儒家的理想世界：一个没有战争，没有犯罪，没有金融霸权，而有更多的平等和正义，人人事事和谐、友爱、亲如手足的完美社会。“天下为公”也是现代民主中国之国父孙中山的政治理想。

“天下为公”奖学金提供给那些立志学成归国，报效母国的各国未来领袖及其各领域的顶尖专家，尤其是优先考虑来华学习儒家民主、儒家经济学、儒家世俗化的申请人。我们真诚鼓励各国精英们学成后报效母国，因为“天下为公”的本质是全球共同繁荣。

我记得，2015年9月，美国前总统奥巴马在中国领导人习近平对美国进行正式国事访问期间，宣布了“百万强计划”，设定了到2020年要派遣100万美国学生到中国学习的目标，以此提高美国国家竞争力，培养下一代世界领袖。我由衷地佩服美国人民的伟大，因为他们选出了一位如此远见卓识的总统。

说英语让中国再次伟大。说中文也会让美国再次伟大！是的，我们可以！我们可以共建一个崭新世界！

专业要点评析：

1、As a Zen philosophy quote tells us: “Let’s go with the natural trend.”

禅宗，原来用的是“Zen Buddhism”。小组讨论时，西方组员一致认为用“Zen philosophy”更好。因为西方的基督教是传教型宗教，一提宗教，西方民众会惯性认为有传教嫌疑。然而，中国的佛教、道教都是非传教型宗教，中国世俗化和文明发展程度极高，哲学领导宗教。中国有责任用真正普世的儒家世俗人文体系来更新基于西方一神教逻辑的现行人文科学体系，从而推动人类文明的进化。

2、We are determined to learn from the United States how to comprehensively improve the quality of international students in China, and better serve all those who have spent years using the Chinese language in study and research.

西方组员认为，美国大学体系和模式很好，代表了美国真正的竞争力，比如政治不干预教育。中国过去只是学习美国的科技和管理等外在，却保留了现有体制，从长远看是无法战胜美国的。但是，现在要学习美国的教育体系等根本制度和内在精神，才是学其精髓，那就真的要超过美国了。这就让美国精英产生了前所未有的危机感。

3、Benchmarking the language requirements for admission to American universities, international students applying for the Chinese University are required to have sufficient Chinese proficiency with a HSK score of at least band 6，to successfully participate in their academic programs, and to function on a day-to-day basis in China.

此政策的目的是要提升来华留学生质量，拒绝“洋垃圾”。

4、we resolved to launch a scholarship named “All for All” … for overseas civil servants to complete any 2-years master’s degree or 3-years doctor’s degree at any Chinese university, including Taiwanese universities. All mainland scholars have the option to study in Taiwan universities as exchange students for one semester, or to do field research in Taiwan during the vacation, and all scholars in Taiwanese universities have the same options to study and research in mainland.

“天下为公”奖学金获得者可在台湾的大学留学或作交换生，原因有三：

第一、既然是来中国留学的奖学金，可申请的学校当然包括台湾的大学；

第二、在大陆留学生去台湾的大学做交换生，在台湾的可以来大陆，他们可亲历和感受，大陆和台湾是否是“两岸一家人”；

第三、留学生可实地研究和比较两岸的政治、教育、医疗、福利、言论出版等各项制度和人文素养，这才是大国崛起应该有的制度自信。两岸统一，当然应该是制度和人文领先的一方为主导，要让世界人民支持两岸统一，就要让他们真正体会到我们的先进制度和高素质人文修养。

5、Especially those who come to learn about Confucian democracy, Confucian economics, and Confucian Secularization have the priority in admission. We do encourage these students to serve their home country, as the essence of “all for all”is global common prosperity.

第一，美国面临着移民问题，所以美国组员对中国“真诚鼓励各国精英们学成后报效母国”的第一反应是，中国也要反对移民。

第二，现在美国的人才模式是掐尖世界各国精英，加剧了全球人才和发展的不平等。作为世界新的领导者，中国不能采取美国模式，我们要按照我们自己的儒家价值观，与全世界分享最具有普世价值的儒家民主、儒家经济学、儒家世俗化等，帮助他国培养建设人才，构建人类命运共同体。

第三，原文没有“尤其是优先考虑录取来学习儒家民主、儒家经济学、儒家世俗化的申请人”这一句。但小组讨论时，外国组员一致认为，此项政策是中国要推广其现有体制和意识形态到世界各国，会加深中国威胁论。因此专门加上此句作为解释说明，减小负面影响。可见，汉语输出或文化输出从来不是威胁，西方警惕的是中国现行体制和意识形态。

附：关于对外汉语教育主题的中国外交部例行记者会实例

2020年12月23日，外交部例行记者会上，中新社记者提问：据昨天教育部新闻发布会消息，全球有70个国家将中文纳入国民教育体系。此前个别西方官员和媒体称中方通过对外汉语教学扩大全球影响力。中方对此有何评论？

发言人回答：语言是交流的工具和基础。学习和掌握不同国家语言，对促进各国经贸投资合作、文明交流互鉴和人民友好往来具有积极意义。无论国与国、人与人之间的物理距离有多远，语言都会迅速拉近心与心的距离。就像在中国很多人学习包括英语在内的外语一样，很多外国人也对学习中文展现出越来越浓厚的兴趣。目前中国以外正在学习中文的人数约2500万，“十三五”期间全球参加HSK等中文水平考试的人数达到4000万人次，这表明国际中文教育拥有广泛而坚实的基础。国际中文教育在增进中国同各国人民相互了解和友谊方面发挥了重要作用，受到各国人民欢迎和好评。对于正常的人文交流合作，我们都应当乐见其成、积极助力，而不是对其政治化，甚至妖魔化。中国愿同世界各国一道努力，加强包括语言交流在内的各项人文交流与合作，为增进中国与世界各国的友谊与合作、推动世界多元文明交流互鉴、构建人类命运共同体贡献新的力量。

点评：无干货，无亮点，无创意。外交工作需要解放思想，与时俱进。

结语：

中国即将成为世界第一超级大国，经济实力要超过全球一半，不仅要自信，也要有风度，更加要谦逊。我们要在潜移默化中建立自己的价值和话语体系。中国政府的新闻发言要让全世界人民了解和认同中国的普世价值，看到中国实实在在为世界人民谋利益，实现全球的共同富裕。

真正的知己知彼是基本功。
